Program Management


Since 2003, CSG has provided the Town of Hillsborough’s Public Works Department with program and project management services in addition to CIP design and construction management services. Key projects for which CSG’s staff has provided program management support include construction/development of:

  • Water tanks
  • Booster pump stations
  • Water mains
  • SCADA systems
  • Sanitary Sewer rehabilitations
  • Pavement rehabilitations
  • Computerized Asset Maintenance Management Systems

 

Examples of functions performed by CSG’s program management personnel include:

  • Assisting the Director of Public Works with administrative tasks
  • Agenda review, management of Public Works meetings, and assistance at City Council meetings
  • Identification and development of capital projects for inclusion in the CIP
  • Assisting the City Attorney regarding legal issues and litigation matters
  • Reviewing EIRs and other technical documents and handling requests from other agencies
  • Conducting research, analysis and investigation, and providing technical assistance
  • Preparing written reports on Public Works projects, efforts and functions
  • Identifying grant and loan funding opportunities, and developing project scopes
  • Performing necessary tasks for grant administration, reporting and compliance

CSG was selected by the Town of Hillsborough to provide construction management and inspection services for its trunk sewer improvement project. In accordance with a Cease and Desist Order (CDO) issued by the Regional Water Board, the Town installed over two miles of new 26”-28” fusible high density polyethylene (HDPE) gravity sewer main to replace the existing, undersized vitrified clay pipe (VCP) along El Cerrito Avenue and Crystal Springs Road. The large pipe upsize increase required the main installation to be completed with open trench construction.

The project included the installation of over 60 new sewer manholes, 75 service lateral re-connections, system bypassing through portions of the existing pipeline, and four drilled concrete stitch pier walls to stabilize the adjacent San Mateo Creek embankment and support the utility work. The project included multiple agency stakeholders and funding sought through the Clean Water State Revolving Loan Fund Program, which included environmental and cultural resources mitigation measures. The stabilization wall work required a stream bed alteration agreement with the State Department of Fish and Wildlife (CDFW) due to the proximity to San Mateo Creek. Environmental mitigation required coordination with a biological consultant to mitigate construction activity impacts to local fish and wildlife species that are California species of special concern and/or listed as threatened under the Endangered Species Act. Cultural resources mitigation required coordination with an archaeological consultant and a Native American tribal band to minimize impacts to uncovered Native American artifacts and human remains. The mitigation efforts included preliminary data excavations, cataloging the discoveries, monitoring the treatment of the findings, and burial relocation efforts.

Some of the project challenges included traffic control, communications/public relations, and utility coordination. Traffic control required daily monitoring and Town updates as the project streets are important thoroughfares for the Town. Public relations efforts were ongoing for the project duration to ensure coordination with adjacent property owners on landscaping restorations, property access, and sewer service bypass notifications. Coordination with PG&E included joint pole protection and bracing during construction, and monitoring of drilling operations in proximity to overhead lines. Coordination with SFPUC consisted of their consent to the new sewer pipe’s alignment and profile in proximity to the larger diameter transmission lines on El Cerrito Avenue. Additional field coordination was required for the drilling operations to ensure the soil/rock material and minimum drilled depths were in accordance with the site geotechnical recommendations.

This $2.7 million project consisted of the analysis and design for roughly 30 miles of pavement maintenance and rehabilitation for residential, collector, and arterial streets in the hillsides of Hillsborough. CSG served as design consultant managing all aspects of the PS&E package, including: coordination with Town staff; management of subconsultants; pavement analysis and recommendations; recommendations for additional bicycle safety signage and striping; and preparation of PS&E for 30 miles of street rehabilitation, a new 10,000 SF parking lot, a raised intersection, and resurfacing, striping and signage for the Town Hall parking lot and two fire station parking lots.

CSG managed the planning and the initial design of this project which replaces two existing tanks and an existing pump station on a small site. CSG managed a team that included five subconsultants (Geotechnical, Pump Station, Electrical, Landscaping and Arborist ); coordinated with the tank design/builder; and prepared bid plans, specifications and cost estimate for the General, Civil, Architectural, and Structural disciplines.


The existing 350,000 gallon steel tank and existing abandoned wood tank were replaced with a 580,000-gallon pre-stressed concrete tank. The existing pump station with two pumps was replaced with two pumps of a capacity close to existing in a larger up-to-date structure. The tree covered site was completely cleared of nearly all the trees and all improvements, and was graded to accommodate the much larger tank footprint. A significant design challenge included laying out the new facilities and underground piping on the small site.


CSG also prepared architectural and structural plans and specifications for the 22’ x 23’ 2-room new pump station as well as the site retaining walls. The pump station structure is a concrete masonry unit (CMU) with a wood roof covered by metal seam panels. The largest wall is a soldier pile and lagging wall, approximately 70 feet long and as high as 6 feet.
